This study proposes a National Health Expenditure Account of Korea, adapting the newly developed OECD`s SHA while considering feasibility and affordability to Korea due to the limitations of available data. The proposed Account in this study is organized as two dimensional table of health expenditure by function and source of funding category. After desigrung the account, we estimate NHE over the period of 198 5-1998 in Korea and have the following main results. First, The estimated nominal NHE in 1998(22trillion and 855.2billion won) increased 0.47% compared to the year of 1997. Second, per capita NHE in 1998 and 1997 were 492.3 thousand won and 494.6 thousand won respectively. Third, over the period of 1985-1998, the nominal NHE increased at an annual rate of 15.62%, while nominal GDP increased at a rate of 13.96%. Fourth, the real NHE(base year 1995) in 1998 decreased 4.10% compared to the year of 1997. Korea health expenditure performance is also compared with the performance of other OECD countries. The data show that Korea is of the fourth lowest NHE-to-GDP ratio and the lowest public share of NHE among the OECD countries as of 1997. Finally, we propose followings for future study to enhance the comprehensiveness and consistency of National Health Expenditure Account. First, further study on harmonization of overall boundaries and main aggregates of health expenditure estimates in order to improve international comparability. Second, revisiting sources and estimation methods, especially for private expenditure on health. Third, constructing other two dimensional health expenditure accounts such as by health care function and provider category and by source of funding and provider category, which leads us to build up three dimensional health expenditure account.
